Stephen Eustis
Stephen Eustis

Managing Director

Stephen is a founding member of CCMA, which was established in February 2026. Prior to founding CCMA, Stephen served in senior public finance roles at Robert W. Baird & Co., Incorporated and at RBC Capital Markets. He has assisted in the completion of more than 500 special district transactions during his career. Stephen focuses on Texas special districts including municipal utility districts, levee improvement districts, municipal management districts and improvement districts. Since 2005, including his work with previous firms, Stephen has provided financial advisory services to several master-planned communities including, but not limited to, The Woodlands, Sienna, Springwoods Village/ CityPlace, Clear Lake City Water Authority, Woodforest, Trinity Falls, Sunterra, Grand Central Park, Veranda and Jordan Ranch. Stephen holds a bachelor of science degree in finance from Trinity University. Stephen is a Full Member of the Urban Land Institute serving on a Community Development Council. Stephen holds both the Municipal Advisor Representative license (Series 50) and a Municipal Advisor Principal license (Series 54).

David Smalling
David Smalling

Managing Director

David is a founding member of CCMA, which was established in February 2026. Prior to founding CCMA, David served in senior public finance role at Robert W. Baird & Co., Incorporated and  RBC Capital Markets., a consultant for Public Financial Management and an analyst for the Municipal Advisory Council of Texas. He has assisted in the financings for several types of issuers, including special districts, school districts, authorities, cities and counties during his career. David focuses on Texas special districts including municipal utility districts, levee improvement districts, municipal management districts and improvement districts. Since 2008, including his work with previous firms, David has provided financial advisory services to several master-planned communities including, but not limited to, Nolina, Cane Island, Esperanza, Meridiana, Harvest Green and Empire West.  David has served on the boards of the Wilchester Men’s Club and RaiseUp Families. David holds a bachelor of business administration degree in finance from the University of Texas at Austin and lives in Houston. David holds the Municipal Advisor Representative license (Series 50).

Ryan Nesmith
Ryan Nesmith

Managing Director

Ryan is a founding member of CCMA, which was established in February 2026.  Ryan most recently worked at Baird for the past 11+ years, with another 7+ years with RBC Capital Markets prior to that.  Almost all of that time was spent working as a ​ financial advisor to special districts in Texas.  He has assisted in the completion of more than 500 special district transactions during his career.  Ryan focuses on Texas special districts including municipal utility districts, fresh water supply districts, levee improvement districts, municipal management districts, improvement districts and water authorities.  He also has experience working with Tax Increment Financing structures and assessment backed financing.  Since 2007, including his work with previous firms, Ryan has provided financial advisory services to several master-planned communities throughout the state including Devonshire, Harvest, Heartland, Landmark, Paloma Creek, Pecan Square, Sienna, Springwoods Village, Travis Ranch, Trinity Falls, Union Park, Viridian, Wildcat Ranch, Woodcreek, and The Woodlands, as well as regional utility providers such as San Jacinto River Authority and West Harris County Regional Water Authority.  Ryan holds Bachelor of Business Administration degrees in finance and accounting from Texas Christian University and lives in the Dallas/Fort Worth metroplex. Ryan holds both the Municipal Advisor Representative license (Series 50) and a Municipal Advisor Principal license (Series 54).

Adam Cohen
Adam Cohen

Managing Director

Adam is a founding member of CCMA, which was established in February 2026. Prior to founding CCMA, Adam served in senior public finance roles at Robert W. Baird & Co., Incorporated and at RBC Capital Markets. While there, he provided financial advisory and investment banking services to the firm’s clients, while playing a major role in the analytical and quantitative analyses performed for various municipal issuers throughout Texas. Prior to working at RBC Capital Markets, Mr. Cohen worked as a Project Manager/licensed engineer for LJA Engineering, Inc. a land development engineering firm based in Houston, Texas for ten years. While at LJA, Mr. Cohen managed engineering responsibilities and district representation associated with multiple special districts, including Sienna, a 10,000-acre master-planned community, Aliana Development, a 2,000-acre master-planned community, Skye Ranch, a 1,000-acre master-planned community, among others. Mr. Cohen currently holds a Municipal Advisor Representative license (Series 50).  Mr. Cohen is also a licensed professional engineer in the state of Texas. Mr. Cohen graduated with honors receiving a Master’s of Business Administration from the University of Houston (2012), and also holds a Bachelor of Science in Civil Engineering from Texas A&M University (2002).

David joined CCMA in April 2026, having previously worked at Baird since May 2016. David focuses on Texas special districts including municipal utility districts, levee improvement districts, municipal management districts, and improvement districts. He has provided municipal advisory services to clients that serve several master-planned communities, including Fulshear Lakes, Pomona, Sunfield, Sunterra, Wolf Ranch, and The Woodlands, among others. David has an undergraduate degree from the University of Texas at Austin. David holds a Municipal Advisor Representative license (Series 50).

Samantha Jones
Samantha Jones

Senior Vice President

Sam joined CCMA in April 2026, having previously worked at Robert W. Baird & Incorporated since June 2016. She is primarily responsible for providing research, transaction and analytical support to the Municipal Finance investment banking team. Samantha previously worked as a Financial Analyst for RBC Capital Markets, in which she provided analytical support for the special district banking team. Samantha received a Bachelor of Arts degree in Business Law from Arizona State University. She holds a Municipal Advisor Representative license (Series 50).

Chase Wolf
Chase Wolf

Senior Vice President

Chase joined CCMA in April 2026, having previously worked at Robert W. Baird & Incorporated since December 2021.His prior experience incudes works for First Southwest Company (subsequently Hilltop Securities) and later helped form the municipal advisory firm, Masterson Advisors LLC. He has been directly involved with many special district bond issuances and is primarily responsible for providing professional municipal advice to special district municipal clients throughout Texas. Chase holds a Bachelor of Arts degree in Government and Minor in Business from The University of Texas at Austin. Chase holds a Municipal Advisor Representative license (Series 50).

Mitch Neupert

Senior Vice President

Mitch joined CCMA in April 2026, having previously worked at Robert W. Baird & Incorporated since August 2017. He is primarily responsible for providing advice to special district clients throughout Texas, including research, transaction, and analytical support. Mitch was a student at the University of Wisconsin-Madison, receiving a Bachelor of Business Administration degree in Finance, Investment, and Banking. He holds a Municipal Advisor Representative license (Series 50).
